Disability Data in Humanitarian Action – Washington Group Short Set of Questions in Humanitarian Settings

From July 2016 to June 2019, HI ran a project to improve data collection on persons with disabilities in humanitarian crises. As part of this project, the Washington Group Questions (WGQs) were tested and assessed for use in humanitarian response contexts and the findings were used to develop learning on the use of the WGQs by humanitarian actors.

Disability Data Collection: A summary review of the use of the Washington Group Questions by development and humanitarian actors

The WGQ on Disability are increasingly being used by development and humanitarian actors to collect data, despite originally being designed for national governments. This report reviews how the methodology has been applied in various contexts, highlighting both successes and limitations. While effective in many settings, the questions are not suitable for all situations, particularly in acute humanitarian crises. The findings offer recommendations for improving disability data collection and emphasise the need for further research to ensure inclusive programming.

Data on Persons with Disabilities in Humanitarian Action, Collecting Quantitative Data with the Washington Group Questions: Key findings and Recommendation

The collection and analysis of disability-disaggregated data in humanitarian action is crucial for improving the inclusion of persons with disabilities in policies and
programmes. Despite global efforts, inconsistent data collection leads to a lack of
comparability and reliability, hindering the ability to assess whether persons with
disabilities are being adequately included. This 8 pages document offers key findings and recommendations to strengthen data collection practices.

Including Persons with Disabilities in Disaster Risk Reduction: Findings from a Research Study from Africa, Asia, and South/Central America

Persons with disabilities are disproportionately affected by disasters yet often excluded from disaster risk reduction efforts.

A study across eight countries in Africa, Asia, and South/Central America reveals slow progress, lack of rights-based approaches, insufficient data, and limited funding for disability-inclusive disaster risk reduction.

It urges greater involvement of persons with disabilities, improved collaboration, and sustainable, institutionalised strategies to advance inclusive disaster risk management globally.

Disability-inclusive Disaster Risk Reduction: Moving forward in DiDRR across Europe and Central Asia - Policy Paper

Persons with disabilities comprise at least 15% of the global population, yet remain disproportionately impacted by disasters and excluded from emergency preparedness and disaster risk reduction. This is evident in Europe and Central Asia, where COVID-19 tragically demonstrated this disparity, with persons with disabilities accounting for a significant portion of related deaths. Similar trends are observed in other crises, including floods, extreme weather, and wildfires.

risk of disaster. It does this by addressing gaps and scaling up good practices for
inclusive, people-centred anticipatory action approaches. Implemented in various
communities in the Philippines, Madagascar, and Haiti, the project develops and
tests inclusive early action protocols based on impact-based forecasting. The i2A
